Yes, you MUST have the leading fasteners installed or be prepared to lose
the panel. 

I had mine blow down (front released) and self destruct on the road after
lousy service from Michael Audi, Fresno (which I don't mind mentioning
whenever I get the chance). Admittedly, I was heading into a windstorm with
50-60mph gusts, so it took adverse conditions to blow it off. But there you
have it.
