[s-cars] Strange steering response

That was my thoughts but
1. It doesn't seem to be bearing, it's all smoth and they new. I also made sure they installed properly.
2. I did not touch steering rack. Is it possible they tried to "adjust it" during alignment?
What is the symptoms of a bad dampener on steering rack?
My wife explains it as car "wondering"

Either the pre-load in the rack is too tight, or the strut bearings are binding.
If it is the strut bearings you will hear a 'boing', when it does come back.

Don't know how to explain, but steering wheel doesn't "roll back"
Driving at 30 miles per hour - I can turn wheel like 30 degrees and it will stay there.
Is that alignment or what else can be?
I had suspension overhaul and did alignment. It was kind of "sticky" after alignment, but drives straight when straight.
Now it seem to be progressing.
