Steve,
It's pretty easy fix. Go to your local FLAPS and purchase a license
plate "mount kit" complete with 4 plastic snap in threaded "nuts" and
4 steel screws. Also purchase some 2 part plastic epoxy.
Remove the old clamp in steel "nuts" and toss, snap in the plastic
ones (you may need to file a bit), mix up some epoxy and fill it
around the plastic "nut"
You may have to shorten the steel screws, I did no my S4, but
the good news is they won't rust in place again.
I already had the epoxy, the kit cost me $1.95.
