[s-cars] delta radio lock up

You need to leave the radio on, with power (i.e. ignition key must remain in
the ignition to keep power to the radio) for at least an hour before you
make attempt #'s 3 and 4, and if that fails attempts 5 & 6 and so on. The
key is leaving the power on for an hour.
