Yes you will need to squeeze twice- once for the
stripped wire end and another for the strain relief on
the insulator.  You should be able to find a suitable
crimper much cheaper than $50.  For $10 or less you
can find one that has a simple U-shaped channel.  Here

The fancier ones like the one in your link have a
W-shaped channel that forces the ends of the terminal
metal back around and into the wire- a little
stronger.  When the geometry is designed to match the
terminal you can just squeeze once and do the next
one- important in a production environment but not for
making 1 headlight harness!  With the U-shaped ones
you should work it carefully to make sure the metal
folds over cleanly and uniformly,  and then squeeze it
flat to insure a solid mechanical connection.  Always
give it a good pull test when finished to insure it
will last.

And while purists may object, with a little patience
you can achieve a reasonable crimp using needle-nose
pliers.  
Or do what I do- borrow a crimper for the weekend from
the lab at work!
