Harold:

Yes, the 11mm is supposed to spin, yours is likely rusted on the line. Spray 
some Wurth Rost-off or PB Blaster and let it soak. Be careful when you try to 
turn it as it you may snap the hardline (BTDT).

You may find that the reason it is leaking is because rust has created a 
pinhole in the line.

Also, the flexible line should be straight and not twisted as you have it. 
This is why the 11 mm nut spins, so you can install the flex line without 
twisting.
