No. Your problem is in the rear bulb holder. One of the bulbs is making 
poor contact. I have see two scenarious:

1. The bulb itself has indentations in its pins. They are essentially 
two or three blobs of SnPb solder and as such are very soft. In time the 
steel dimple in the leaf contact of the bulb holder creates such 
indentations.
The easiest fix: replace the bulb.

2. The steel leaf contact of the bulb holder bends in due to fatigue.
The easiest fix: pull the contact back with a suitable hook. I use a 
curved dental pick.
