Matt,

Your insurance company isn't responsible for the repairs, but they
should be informed because they may have to step in and sue the 
shop if they don't take care of the repairs.

You should expect the shop to pay to  have it repaired correctly.
This includes replacing the cracked bumper cover with a new one.

The shop most likely has some form of liability insurance, and
will have to file a claim with their insurance. But even if they
for some reason don't have insurance they are still legally
obligated to pay for the repairs.
