The throttle dashpots were used on carburated cars to prevent the throttle
plate from slamming shut, as the last slug of accelerated air tended to
carry excessive fuel (because it was essentially choked) down the intake
tract, thus raising HC emissions. Why they'd be used on FI cars, I don't
know, because a idle switch could be used to shut off or modulate fuel to
the injectors, even on CIS systems.
