Kevin-

No need to dremel it off....
Most hose clamps can also be taken off with the appropriate sized  
wrench if you can squeeze your hands in there to swing the wrench  
enough to loosen the clamp and pivot it so to allow screwdriver access.
Try a 6 or 7mm.
