[s-cars] Disabling dashboard clock self-adjust feature

Bill:

I had found references to Kanal 19 in German texts where the setting is
indicated to refer to the number of minutes between updates (with 0 indeed
denoting deactivation) but I had not yet made the VAG-COM connection.  I
think your input will help me greatly.
