Oscar: I am very surprised that no one responded. (Maybe they did, off line) (?)

You said "The compression test ran 123-128 across cylinders."

Assuming that the test was done on a properly warmed engine, based on the AAN workshop
 manual, available as a pdf here:  http://s2-audi.co.uk/workshop/aan/aan.pdf

The acceptable "Compression Pressures" are:

Specified Value: 9.0 to 13.0 Bar (131 to 189 psi) (ED: 1 BAR = about 14.5 psig)
Wear Limit: 7.0 Bar (102 psi)
Maximum permissible pressure difference between individual cylinders: 3.0 Bar (44 psi)

So, based on the above, it would appear that the engine in question is evenly worn but is 
approaching the wear limit.  I am sure others will have a different opinion.

You should check to see if the engine was up to operating temps when the test was done.  
It would be nice to see the values above 131 psi, at least.
