Is he some sort of masochist?

You can get a good cage shop to build a decent cage for 1200 or so,
just make sure you take the glass & interior out & it may be
worthwhile to do a mockup in PVC so they do it to your specifications.

IMO, there are much easier & cheaper racecars to build than an s-car.
He could probably get into an early flooded A4 for 4k with prep
included.
