Yo Paul,
WRT hood release:  Bringing the car inside somewhere to warm up may do the
trick.. or, secure a helper to pull the release while you push up and down
on the sticky side.  If that doesn't work, try a channel lock on the cable
attached to the release handle to enable pulling the cable a little bit more
may do the trick.  If none of this works, you will have to get it from
underneath.
Keep them latches clean and lubed.
And that's the way it is.
