Back in the late '70's when the I5 California SuperSlab was young, there
was a judge somewhere in the Central Valley who told the peace officers
that they could and should enforce that rule...and they did. No one on
the freakin' road for miles and you'd be nailed for being in the fast
lane when there was no one around to pass. Now, they might let slide
that you were doing 85...but that was only 10 mph over the limit back then.
