Sam,

Unfortunately, I don't think a spacer at the top of the front shock is going to significantly effect the ride height. On the rear shocks the groove location determines the position of the lower spring mount and therefore the ride height. In the front, however, the lower spring mount is welded to the strut housing.
Some shocks like Bilsteins raise the ride height a little bit due to the force from the internal gas pressure. However, this force was only about 25 lbs when I measured one some years ago.

Unfortunately, you may have to consider a different spring like the '92 OEM sports, for example.
