I think it depends on the state. Massachusetts, which has very restrictive
laws, they care. Where the car is garaged (inner city, high crime areas
vs. more rural areas) will determine how much you pay. Because NH has
cheaper rates, MA staties have been known to target NH plates when it
appears they're garaged in MA.

Harold, Is the OBD-II test state-wide?  I know for a while they were
targeting high traffic, high pollution areas like Nashua and Manchester.
The rural areas (White Mtns and north), because their pollution was
less, weren't affected. My guess is that's all changed.  If not, maybe
you have (or could buy cheap) property up north.  I've seen *houses*
in Berlin for under $25K.
