[s-cars] Occasional hot no start - '95 S6 avant

Fuel pump and / or fuel pump check valve.
Seems that the ECU understands to kick the fuel pump on when it's a cold
start, and to keep it off until the revs are high enough indicating a
running engine when it's warm.
