I thought CO, OH and WI were the only ones, but I see here that there are other exceptions:

It's just a matter of time, however, as this is pure economics.? The eventual goal is to unite all states to insure 100% fine collection and maximized insurance premiums... all under the guise of public safety.? The NDR is the perfect example of that.? There are many proponents of extending the boundaries of the NDR to both Canada and Mexico.? Despite the claims that the NDR only tracks serious traffic offenses, I have personal experience that indicates otherwise.? I know for certain that Colorado now runs your information through the NDR prior to renewing your license.? It actually shows *every* violation, and more specifically, ones where the fine remains uncollected.? 4 years ago, due to data collected within the NDR, I was required to pay an unpaid speeding ticket from 1983 that I received in Maine right after graduating from high school BEFORE they would renew my license.? A 22 year old ticket!? Fortunately, Maine hadn't imposed any late payment penalties... the fine remained $38.? However, I was in disbelief... and as a result, studied up a bit on the NRD.? Civil liberties folks claim it is unconstitutional, but it seems the almighty dollar is more important.
Anyway...

PA will not "import" points from other states- I know they signed the driver's compact, but I've talked to PennDOT several times about this and even pulled my own DMV record- they don't record out of state points.
Don't know how they do it in MA, CO or wherever. I know that NJ and NY definitely "import" points- I think the practice sucks- I'm happy to live in a free state.

The rather sketchy strategy that I use involves obtaining an Ohio drivers license, despite living in Colorado.? Ohio is one of 3 states that will not put points on your license for out of state speeding infractions.? Since I drive in Ohio about once a year or less, I haven't had any points in many years... bit I have had tickets.
Insurance companies will not spot it, unless you have an accident.
