[s-cars] Can this wheel be repaired?

I used them to fix an out of round Ronal on my 4KQ. Job done was fine and
fast. I didn't have to ship, because I was traveling to the area for a
family gathering, so I dropped off and picked up. The place was a bit
surprising, being that, at least at that time around 1990 or so, it was
being run out of a non-descript old gas station that had something (you
really couldn't see in) different in the service bays (and no, they didn't
sell gas either). No really noticable signage, nothing you'd ever note that
would make them seem like a wheel shop. All of the workers I saw appeared to
be Laotian immigrants, virtually no English spoken. Looked like hard workers
(place had no A/C) but just because of the name they chose for their
business, it was quite a shock when I expected to see some pipe smoking Olde
English gentleman wearing tweed come to take my wheel from me....
