If you don't have a belly pan, you can often get up to the cable from below.
Slightly easier to fish/hook and yank from there. If neither works, you can
pull the hood release handle and separate the cable from it. This will
allow you to pull the cable further out of the sheath then the handle
movement normally would, popping the hood open.
If you have the bad luck of a broken cable or one of the "golf tees", then
the method I've used in the past was a long, thin screw driver modified...
The point got sharpened and the end bent about an inch or so in making a
small/deformed quasi pry bar. Get it in to the sides of the radiator/past
the grill, work the point under the hood pin torsion bar/wire, and the lever
it towards centerline of car to release each pin individually... Not fun,
but doable. Or drop belly pan and try to get up to the same area from
underneath to move each torsion bar individually.
Several ways to skin this cat... But the lousy design and crappy plastic
makes them good tricks to keep up your sleeve.

A very careful coat hanger inserted just so can pull the release cable to
open, the cable stays have come undone at the crossmember, it can be
zip-tied back into place. Right now there's too much slack in the cable.
