[s-cars] Another positive review for Artic Altimax

I've heard very good things about these too.  Supposedly General is
now owned by Continental, who also owns Gislaved.  They're said to be
similar or the same as the nordfrost 3, which was very highly ranked a
few years ago, but Gislaved is onto #5, I think.

These would be top of my list, if I bought new.  Hopefully picking up
some Hakka RSIs this week!
