So determined it was a mechanical boost issue - and then unplugged the maf hose to check the turbine - no movement! So pull the turbo - no movement in the turbine - now very confused. Inspecting the turbo turning it around and all of a sudden the turbine is free??? turn it over again and again to see if I can replicate the lock up and out of the exhaust intake (from the EM) rolls a exhaust manifold washer!!! So this was a very lightly used unit (looks new) and it was in the box until I pulled it to install. So must have dropped in during the PO's removal...
So bolted her back up and runs great pulling 25.6 PSI - was previously getting 24. Very smooth.
So one question the turbo has a louder whine with start up for the first 3 minutes of driving - quickly normalized after the car has warmed up... normal or bearing problem? How likely is the turbo "damaged" with that washer wedged in there - no visible damage to the blades and driven a max of 3-500 yards..

BYW the wagner EM is really sweet. Much more robust that the OEM unit - Bolts up beautifully and looks quite OEM.
thanks
-jamie
