For really stubborn union nuts, I heat up the nut with a plumber's
propane/butane torch - instant result - the nut turns really easily.  This
is a last resort as it will almost certainly melt the plastic protective
covering on the brake line making it more vulnerable to corrosion, but it
will allow you to undo the union nut without shearing the brake line.
