Part of your wiper arm is bent, the piece down near where it bolts
to the wiper motor assembly not the flat upper part of the arm that
the wiper blade attaches to.
Remove the driver's side wiper arm and look at the lower part of the
arm, you will see it has bent over time. Wrap the bottom in a rag
to protect it and lock it in a vise, using a pipe wrench straighten
the arm and reinstall.
