Trying to help out a friend.

I have a friend with a C4 100Q Avant that's in need of a new fuel tank.
Friend has a replacement tank from Semple. Neither he, nor I have the time
nor facilities to put in the replacement tank, so he's searching for a
decent tech to do the job. First guy on the job had to struggle with the
rusted bolts and backed out of the job when he couldn't get any to budge. No
specification as to which bolts are rusted, but assuming that the axle has
to come out first, I'd venture a guess it's to do with axle/diff.

Anyone know of a decent, reasonable tech between Monticello, NY and
Binghamton, NY along the Rt 17 corridor?
