[s-cars] UrS4 no start diagnosis

Thanks for the input

I swapped out the fuel pump relay....nada
tried Mark Swanson's CPS workaround....nada

Looks like it's the pump, time to climb into the trunk, too bad
I don't have trunk monkey fuel pump edition!
