Chris,
my bet is on the pump. I wrote a decently-long reply and somehow it got wiped when I went to hit send. Anyway, just make sure you give a gentle steady tug on the wires/fuel line so that you raise the pump up all the way in the basket so that the top of it is against the bottom of the clips. that way when you release one it'll almost pop out, and releasing the 2nd one will be easy. you may want to keep a little tension on the wires/line while you roll the forward-most clip outward with your thumb. that's what worked for me, after wrestling with it for 2 hours not realizing the pump was down in the basket just a little, such that when I released the clips (more like spreading them open if you will) the pump wasn't inclined to come out like it was when there was tension against the clips from the top of the pump resting up against the bottom of the clips.
good luck....

See photo. There are two clips one at 6 oclock and one at 12 oclock. You can only get one arm in the hole so do one clip at a time, eg. back and then front, lifting/twisting the fuel pump a bit, and then the other clip."
