i thought so, too - hence my shock.
$15k gets you an LS7, complete from intake to dry sump oil pan, backed by a 24 month, 50k mile factory warranty. i told my friend to put that in his 911. :)

Gotta agree with Cody about 911 engine rates- the whole thing just drops down, it's not a big deal to pull the engine out of a 911. Much, much easier than a 944 Turbo or a Corvette.
My mechanic can do it in about 3 hrs., he's quick- he's had about as much practice pulling the transmission out of his personal 911 as Bill M. doing the S6. :-)
Seriously though, $15k sounds like the engine should have been a 3.8L by then, with a 5-angle valve job, flowtested, along with cams and headers.
That's why I still haven't gotten a P-car- if I put $15k into the Vette, I'd have a 550 usable rwhp high-revving 427 under the hood, built by someone like Katech, Lingenfelter or better. $17k rebuild is just ridiculous.

I hate to say this, but unless either there was some confusion as to
the definition of "pulling the engine" or your buddy got seriously
ripped off. Any half wit that's ever touched a 911/964/993/996 can
have the engine out in 3 hours, maybe 4 tops. Factor the same to re-
install and even at dealership labor rates we are talking under a grand.
Just a few days ago I did a 3.2l Carrera clutch and rear main seal.
Started first thing in the morning and test drove the car at just a
few mnutes before 5pm. 964 would have maybe taken 15 more minutes.
