If he used even moderately modern adhesive to glue the new cf panels  
to the remaining structure, I would think the new structure would be  
stronger than before.

Yep, he lobotomized the old steel unibody, leaving potentially a new  
Gumby structure. However, sounds like the steel got replaced with cf.  
So, instead of lobotomizing it, he pulled a $6 million dollar man on it.

Why is still up in the air, as the evo is about as aerodynamically  
slick as a locomotive, not terribly conducive to speed records. Lotsa  
downforce makes for great rally performance, but not so great  
Bonneville runs. Kinda like the dude who puts a $2500 stereo in a $500  
beater, or the convenience store who uses $20K worth of video  
surveillance gear to ensure $20 worth of junk food remains on the  
shelves.
