TN will do you one better. There's a legal requirement to carry insurance, but the only time anyone is checked is after they've had an accident. I'm pretty sure the penalty for not having it is pretty low, too. Gee, I wonder why there are so many folks w/o insurance here? The only inspections are done by urban counties, and it has nothing to do with safety. They sniff pre-OBDII cars, but the limits are rather high. My former CQ with gutted cat and 200K hard miles passed with flying colors, I'm told. The heavy polluters are just registered in the outlying counties to avoid the test.
