There is most likely a pin that has to be drilled out to remove the steering lock. At least that's the way it is on my coupe quattro (B3/B4 chassis). I *think* there's an explanation on 20v.org.  I had it happen on the cq, and just rewired it to 3 toggle switches and a momentary switch for the starter.  Unsightly but @ $9 it was worth it.  
It's a track car anyway.

This is regarding a 1993 S4.

First, many thanks to the list for all the references
to the "how-to's" on the ignition switch replacement.
30 minutes later, I had the switch out, and it wasn't
the problem.  I could start the car with screw driver
(in the switch) with the normal  force.

The key does unlock the steering wheel.

However, reaching around to the back of the
assembly, I couldn't feel the center tang rotate at all,
while manipulating the key.  Thus I'm guessing the
mechanical part of the steering lock has failed.  At
$230-250 special order, I'd like to remove it first to
be sure.  I've heard that you can drill out a pin and
use your existing lock cylinder.

However searching my  (mostly contiguous) 56K
messages back to Jan 2003, I couldn't find any
techniques on replacing the steering lock.

The assembly is fairly accessible, but without obvious
fasteners, clips, etc (and being a security device) I guessing
the is either a subtle technique, or major disassembly of the
steering mechanism.  Has anyone BTDT, or can quickly
describe the technique?
