The Audi cruise control system, pre-DBW (drive-by-wire), has several places where it can get wonky. The system consists of a vacuum pump, throttle vacuum diaphragm, pedal vacuum switches, the stalk switch, and the electronic controller. The most likely culprit is the stalk switch. There is a small circuit board in the stalk that gets oxidized and the contacts stop working. This can be dismantled and cleaned. Second are solder joints going bad in the controller. These can be re-flowed and corrected. Third is pedal switch adjustment and/or failure. After that, vacuum system issues.
The pump and the vacuum system are fairly easy to diagnose and test, you just need to be methodical and take your time. I have gotten pretty good at dismantling and cleaning the stalk switches and can do it in under 30 minutes now. It does require you to remove the airbag, steering wheel, and column switches for the proper access for cleaning however.
Go to QW and search the B5 A4 forum for "cruise control". There are some write-ups for troubleshooting/repair of the issues I've mentioned. All Audi pre-DBW cruise systems are similar, so the information there should be pertinent. Good luck.

Getting ready for an extended trip across the country and just tried my cruise control......no worky.....maybe a simple fuse? Don't have the owner's manual handy, so anyone direct me there first, and let me know of other known causes?
