[s-cars] Cruise Control inoperable

I don't know how many older Audi cruises I've fixed... Type 44, CQ, C4...
all about the same:
- Underhood vacuum lines
- Pedal/clutch switches
- Stalk wiring
Other possibilities exist but 90% of the time that's it. First two are easy
- if you're lucky it's a quick replacement of the lines underhood. Rewiring
the stalk sucks (BTDT) but is possible.
I've had mechanics insist it was a controller (or vacuum pump on a C5), and
they have always been wrong.
I did have a blown fuse issue last time but that was because the reverse
light wiring was shorting in the hatch and blowing the shared fuse. Thanks
to a lister for a tip after a lot of wasted time.
