It can also be the mechanical linkage to the throttle. The link is held together by a plastic component that becomes brittle with age (I forget what it looks like as I didn't get round to replacing it) and the link will separate if this component fails. Once this happens the cruise control system cannot control throttle position anymore. Follow the link back from the throttle and see whether it is still properly attached at the bottom.
