The FACT is that the S2 and RS2 bumpers are not to federal specifications.
Audi was not willing to make appropriate mods to get a federalized bumper
over the IC. As you mentioned, you can get an RI (or registered dealer) to
install the equipment to bring it up to federal requirements. The problem
is that there is no one willing to do this work - too much liability.
So, opine, I did. I have spoken with several RI's and did some back ground
work on this. Various requirements change depending on the *build* date as
well. Not everyone is an internet dunce, Tom.
Importing a car is actually not that big of a deal. It doesn't take a
lawyer or a whole lot of money if the car has the appropriate equipment and
is 15 years old.
