The output test was worthless for diagnosing my intermittent low boost condition, which turned out to be a bad WGFV.  The WGFV worked fine when actuated about once per second during the output test, but wasn't keeping up at higher duty cycles.  I wasted time replacing hoses and checking other things before I came back to the WGFV and tested it with a function generator.

The hiccup you describe doesn't sound like the more prolonged low boost problem that I had, but you can disconnect the WGFV  from the wastegate (and plug the hoses) to see what happens. If you still have the hiccup, it wasn't the WGFV.
