[s-cars] Light throttle slit-second hiccup

I never tracked this to root-cause, but this sounds a lot like something I
noticed in our '90 90q20v, and in another 90q20v that I test-drove, back in
the mid '90s.  The engine would pull strong but then around 4500RPM (IIRC,
it's been a long time), the power would back off dramatically for around a
second, and then come back to normal.

Just another data-point in case it helps.
