Dennis,
I think the reason the PA roads are so good is that as soon as they finish repaving a section of road they start repaving the same section all over again.
Section of road is a funny thing in PA. They will close down a lane of Interstate for 10 miles, but within that ten miles there might be 22 guys working on a section that's a couple hundred feet long.

A few years ago I had to drive back to Denver from the East coast and found PA to have the best roads of the whole route, so they must _not_ be short on revenue, and using what they do have wisely. Good job PA!
Ohio had the worst roads and most offensive and annoying enforcement, and radar what seemed like everywhere. I swore I would go hundreds of miles out of my way if necessary to never darken an Ohio road ever again. (rant mode off)
No cameras and great roads! PA gets it!!
