It can also be due to inadequate air flow over the condenser, which as some
have pointed out can be due to a faulty aux fan, but can also be caused by a
lazy thermostatic fan clutch.
What happens is that the refrigerant isn't cooled adequately, causing the
high side pressure to get too high, which causes the high pressure switch to
turn off the clutch until the pressure comes down. My car does this when
first started in hot weather. As soon as I get the speed of the car up, it
stops doing it.
