 Larry,

Yes, you need to fully depress the clutch pedal to get the starter to engage.   I also have a '97 993 and its even more complicated.  In that car unless you have just unlocked it you turn the key to the on position, then press the remote alarm button on the key (the door locks will flash), depress the clutch and then turn the key to the start position.

Do you even have to depress the clutch in the first place on these? 
 
As in, in a panic, shut the ignition off (no clutch work required). 
 
If you want to restart, turn ignition on, NOT to start (still no clutch work required). 
 
Just wondering. 
 
Or has MS invaded car to the point that we'd have to "reboot".... (I'd use my foot).

For my 97 Boxster all you have to do to restart it, is have the ignition switch on and let out the clutch.
The clutch interlock affects only the activation of the starter not the firing of the spark plugs.  BTW
I just tested this on my lunch trip for a $5 footlong tuna on wheat.

Also, on a manual transmission car, if you can shut it off while driving,
it's a PITA to restart- most have clutch interlocks these days so you have
to remember to depress the clutch fully in order to restart- not necessarily
that easy to remember in an emergency situation- how often does anyone stop
and restart one's car while in motion?
