Well, if the car is moving, and you've just turned it off...the car
is...still moving. IF you left it in gear (as in a panic) if you switch the
ignition "on", the car's motion will simply act as the starter motor (as in
the old fashioned "push start"). So no need to depress the clutch to get
the car restarted, as in this case, you wouldn't WANT the starter motor to
engage.
