The 93 S4 doesn't use a sidewinder, only the 95.5> Audis as noted. The 96 A4 in question does use a sidewinder, and IIRC it's not the transponder type. The difference between the vw and audi aftermarket keys is only the shape of the head. The Audi key blank (HU66AP - non transponder and HU66AT2/6 - transponder) is square head, and the VW key blank (HU66P - non transponder and HU66T1/6 - transponder) is a rounded head. There should be no real difference in price AFAIK.
I will say that a good sidewinder key cutting tool is *expensive* (reread that) for the amount of use, so a premium for the sidewinder keys should be expected. It's not hard to cut a sidewinder, it's what was used to cut it with that hurts the wallet.

That's unusual and you're lucky.
Even though making a sidewinder is just about as easy as a 'regular' key
labor wise, even most locksmiths still charge a premium possibly because
they know dealers screw you for it too (and IME key copies come with a free
lecture about "how expensive the equipment was so that's why they have to
charge you $40 to cut the key").
Agreed VW blanks are fine and probably easier to find ("HAA" is the key
blank code I believe...)
