I disagree with that, but only on the conditions that proper components are used. The Chevy powered Porsche 944 that we won the NASA Southeast championship for three consecutive years with uses a set of brake pads *every other year* and a set of tires lasts half a season before we change them because we feel like it and have a pile of free ones from the Hoosier contingency sponsorship. The car is ballasted to over 2900lbs with driver due to the power to weight ratio classing in the GTS series. It puts 350hp and 365lb/ft to only two wheels, and uses 996tt Big Reds on all four corners. Tires are Hoosier R6's at 285/35/18 front and 305/35/18 rear.

The point is that a 3000lb race car is perfectly viable and does not have to eat tires and brakes. If the car were given decent brakes and tires one should expect to run multiple seasons on brake pads and a a season per set of tires. Yes, I did read that the OP was looking for low initial investment. So gut the car, sell off the interior bits and seats, use that money towards brakes first. Then save up towards a set of good tires to use when the current ones wear out. Or something like that.
