Bruce,

Doesn't the fact that the car has a US VIN number for a 1991 CQ mean  
something?  Something like the car was
manufactured for the US market and almost certainly was delivered in  
the US.  I don't know what conversion was
done for Canadian import, but that and the subsequent changes  
shouldn't make it that hard to bring it back.

Carfax has a lot more records on this vehicle.
