I would check the relay itself. Possibly open it up, get a good cleaner to
clean the contacts, see if anything is gummed up. I had a fool pump relay
intermittently fail on my 4000q which I couldn't figure out (it was my
pre-list days). Eventually I did have to replace the relay, but cleaning
helped for a (short) period. Perhaps the same issue is occuring with the
secondary fan relay, but since it's operation is even more periodic than a
fool pump, it becames even harder to diagnose.
