A good way to check the operation of the circuit is to make a jumper wire to
connect the load terminals of the relay. Be SURE you've got the right
terminals, or you might damage whatever drives the relay. Having such a
jumper wire handy (in the glove box) can be very handy to get you out of a
failed fuel pump relay situation.

You can also remove the relay and apply 12v to the coil terminals and check
that it pulls in, and that the resistance between the contacts is
approximately 0 ohms.
