[s-cars] C5 A6 leaking into passenger footwell

My '99 A6 is getting some water leaking into the right side footwell. It's happened a couple of times in heavy rain when the car was parked nose down in my sloping driveway (never when nose up). It also happened today when I was washing the car (nose up).

I assumed it was a sunroof drain but found the sunroof tray virtually dry. So I'm thinking that something under the cowl is plugged. 

Anyone have a pointer on where to look?

I do see water draining underneath the car on both sides, so maybe a drain is partially plugged...
