[s-cars] New fuel filter won't stop leaking

Yes there were 4 washers but I thought this was extra and unnecessary,  I
received 2 new small steel washers and 2 new larger copper washers with the
filter.  I have a small steel washer between the bolt head and the banjo and
a large copper washer between the banjo and the filter.  Am I to have a
large copper and a small steel on each side of the banjo?
