[s-cars] New fuel filter won't stop leaking

My new filter already had a fitting attached to the upper end where it
attached to the fuel line with a beveled connection (no banjo here). There
was already a copper washer between this fitting and the fuel filter (no
leaks here). This is where the second large copper washer would go,
correct? The end where the banjo is is where I used 2 of the 4 washers
(here is where the leak is). Steel one on the bolt end, and a copper one
between the banjo and the filter. This leaves one steel washer extra with
no place to go, or in my case, since I didn't need to move the fitting from
the upper end of the old filter, I ended up with an extra steel and an extra
copper.
